For a beginner I'd have to say a good HOB as they are easy to maintain.

HOB ones will not start up after a power cut and if you aren't there to restart it within 2-3 hours, all the bacteria will die... also once one of mine just drained of it's own accord luckly i was there to restart it right away ^_^

I've never had a problem with HOB's starting back up after the power has been off. If there's enough water in the HOB to cover the impeler it will start up just fine once power is restored. Of course this is "my experience" with the HOB's.

you seem to have problems with certain brands of filters doing that. good bacteria can live up to 2 days . two years ago power was off for 48 hours. when it came back on everything was fine. but it may depend on the lot of other stuff to. that just my two cent worth!!

The good bacteria that breaks down Ammonia and Nitrite in our tanks ia Aerobic bacteria meaning it needs oxygen to survive. It will star to die off after about 2 hours

Eheim aquaball is also a good one. ^ Very Very Good Filter, highly recomended. At 30g, I would say you're at the high of the internal filter market, but the Eheim Aquaball 2212 should be fine for your tank
