I have heard that high nitrate levels can cause stunted growth in fish. This is caused by insufficent water changes, overfeeding or over populating your tank.

What type of fish are they. Do you have other fry from the same litter that have grown normally. if so it may just mean that these fry are just the runts of the litter.

Seen the same thing with guppies. I think there probably just runts, it may take alot longer for them to grow.

well you say they havent grown in months so i dont think their gonna start again now. to be honest with with most people just get rid of bad fry as no pets shops will take them or you could keep them yourself but you couldnt really have them in with bigger fish.
