Plants require CO2 to photosynthesise (make food). Adding CO2 simply speeds up CO2 and makes plants grow faster. You need to find the correct amount to add to your tank, as to little will be pointless and too much will poison your fish.
TBH, I've never found CO2 nessercary (I don't use it in my planted tank), simply add liquid fertiliser every week and that should do the job.

before i started using co2 plants looked weak and dull. now look shiny and healthy. depends on tank set up and type of plants etc
